(While I own Elements 8 and find it so much easier to use than Photoshop it's self, for I did try CS3 years ago and found it, first of all way, way to expensive for just making Wallpapers and very, very hard to use. And while Photoshop Elements is a light weight version of Photoshop, it does have some very powerful features to it and has an automatic extractor which I still use to this day for some things.)#2. (While I own X3 and X4 this is the photo editor I got started with all the way back with their version 8 and have just been upgrading ever since. X3 is my work horse and what I do most of my work in, mainly because it has a manual extractor that I love while X4 has an automatic extractor that I'm not that found of, but use it once in a while for some things.)And like it said, there are many more on the net, but at least this list will get you started in trying different Professional Photo Editors. And like most programs on the net, you can download their trial versions for free and give them a try for 30 days before you have to buy them. The other thing is sometimes you can save some money off the current price of the current version by looking for an older version of the same program that they are still selling, but at a reduced price. And while yes, it is not the latest version, but you can get a Professional Editor and save some money at the same time. (Just a thought)
Oh, just one more thing, the following are two other programs I use to help me make my wallpapers and while they are not photo editors, they sure do help me a lot and they are.....

(While this program can be ran as a stand alone program or as a plugin to most Professional Photo Editors and I own version 1.0 and have been using for five years now to make computer generated backgrounds that you have seen in many of my wallpapers when I did not use a scenic background. And with it's thousands of filters that you can download, this one program as been a very, very big help to me.)
Microsoft Research AutoCollage 2008 $19.95
(I have been using this program since 2009 and this is what makes all my wallpaper collections collage recaps at the bottom of each one of my wallpaper collections and it is so easy to use. Just place a minimum of 7 photos or more in a folder and then start this program and browse to that folder and click make a collage and TA DA, it's done)
